Ohio Attorney General Receives RUMA Question

The Richland County Prosecuting Attorney has asked the Ohio Attorney General for an opinion on the following question:  "Whether a county or township may agree to have a private entity perform maintenance and repair of roads damaged by the private party's use of those roads, and if so, whether the private party, when undertaking that maintenance and repair, must comply with the requirements for professional design services in R.C. 153.65-.72, competitive bidding in R.C. 307.86-.92, and payment of prevailing wage rates in R.C. 4115.06."
