Ohio: Pipeline Regulatory Jurisdiction

The Columbus Dispatch has an interesting article on the disagreement over state regulatory authority over a liquids pipeline planned to move ethane from Pennsylvania, through Ohio, to Texas:  "Ohio regulators want to weigh in on a proposed pipeline that would shuttle millions of barrels of ethane from Pennsylvania shale wells to Texas processing plants.  *** But state oversight depends on whether ethane is considered a gas or a liquid. Ohio says it’s a gas. Houston-based Enterprise Products says it’s a liquid."
