According to this article from the AP, Interior Department Secretary Ken Salazar has indicated that offshore oil drilling should be worked out with Congress as part of a broader energy policy and not by independent action at Interior. The 5-year drilling plan left by the Bush administration? All but dead, according to Salazar.
